“For the safety of the people”, illustrated poster. Graphica Bezalel Printing Press, 1947. Design: Pesach Irsai. Hebrew.

About The Artist –

Pesach Irsai (1896, Hungary – 1968, Israel), was a graphic designer, typographer, artist, and researcher of the Hebrew alphabet. He studied architecture in Budapest and after his studies worked as a graphic designer. In 1925 he immigrated to Israel, later he returned to Hungary where he worked as a modernist designer, and in 1945 he immigrated to Israel again and settled there. Considered one of the leaders of modern style in the history of Israeli graphic and typographic design, he designed posters, book covers, logos, and more. Among his important works as a typographer and graphic designer: the Haim font, considered the first modern Hebrew font (1929), the recruitment poster (1948), and the Malwa Tel Aviv Jaffa poster (1952). As an artist, Pesach Irsai created within the framework of modernism and painted, among other things, in the style of cubism. As part of his work as a researcher, he published articles on typography and design.

“Room Tax” Poster 1948 – Imposed by the Tel-Aviv Municipality during the War of Independence

“Kofer Cheder” [Room Tax], original poster for the Tel-Aviv Municipality, created by Pesach Ir-Shai Palestine, 1948.
Signed in the upper right corner.
With the outbreak of the War of Independence, the city of Tel Aviv was flooded with thousands of refugees who escaped the battle zones. Since there were not enough houses to accommodate the refugees, masses invaded schools, synagogues, and deserted structures in the city.

In order to fund the establishment of residential units for the refugees, the Tel-Aviv Municipality imposed a “Room Tax” on the residents of the city. The tax was graded and was determined by the number of residents per apartment – the more crowded the apartment, the lower the “Room Tax” that was to be paid.

Rare War Bond Poster of National Loan For Israeli Independence War 1948 “War Loan is Victory Loan”
National Loan
The national loan was a voluntary lender to finance the expenses of the War of Independence, decided by the MINHELT HAAM (Pre-Israeli government), prior to the establishment of the state.

On December 18, 1947, a proposal was made to declare a “national loan” . At the second meeting of the MINHELT HAAM, on April 26, 1948, it was decided to hold a national loan in the amount of 5,000,000 Israeli pounds, in order to finance the campaign that the settlement has been in since November 29.

The public was asked to buy from the banks, starting May 11, 1948, loan certificates in which the buyer lent his money to the Jewish Agency, for a period of 5 years at an interest rate of 3%. The lender guaranteed the Keren Hayesod and the Keren Kayemeth LeIsrael their real estate assets and income.

Lender certificates were a tradable document and the public at all levels was called upon to purchase them. In a proclamation published on May 2, 1948, the People’s Administration called on the public:

“Participation in a lender is not a tax payment, but an investment of funds on a secure banking basis … Every Jew will see the provision of the necessary means for the struggle for our existence and our future as an absolute necessity. Every Jew will participate in the national lender to the fullest ability.”

The money of the national lender was used by the locality and the state in its early days to finance the heavy expenses of conducting the War of Independence. Following the declaration of the state, the national lender was followed by a number of lenders on behalf of the Israeli government.

Purchasers of loan certificates were promised a linkage of the exchange rate, three US dollars per pound.

The community ransom (Hebrew: Kofer HaYishuv; כופר הישוב), or Yishuv ransom was a tax imposed by the Jewish National Council in Mandatory Palestine to finance central security operations and increase the size of the self-defence force known as the Haganah.[1] The principle of the tax was that those who could not make a physical contribution to the Haganah would pay a “ransom” to its treasury.[1] The money was collected through a tax on luxuries, cigarettes, restaurant bills and so on.[1] The tax was formally introduced on 24 June 1938, during the 1936–39 Arab revolt in Palestine, and abolished on the foundation of the state of Israel in May 1948.

In 1955, amidst rumors about a weapons deal between Czechoslovakia and Egypt, the Israeli government decided to once again employ the familiar Israeli pioneering spirit and camaraderie and to make an unconventional appeal to its citizens.

As soon as the leadership of the State of Israel became aware of the gargantuan arms deal occurring between Czechoslovakia and Egypt in 1955, they rushed in search of resources that would fund new weapons.

Picture it like this: A young country (barely 7 years old), bravely fighting to establish itself on the international stage, all the while absorbing enormous waves of immigrants that more than doubled its population, and developing the desolate swaths of desert it contains.

In addition, Israel was attempting to persuade other countries to warm up relations and adopt the fledgling state as a new strategic ally.
